Lily is a very conflicted person with nearly everything she does in her life. She wants to do the right thing, and, tries to, but, thanks to the darkness that Snow and Charming put inside of her she isn't always sure what the right thing is, even though the darkness tells her it's perfectly fine.

Lily is also very manipulative, she is good at convincing people of certain things, whether they be good or bad. Such as her lies to Emma about being in the foster system, and, later on convincing her that her life was great with a husband and daughter.

Inside Lily is just a lost girl. She may have found her real mother now, but, Lily had grown up feeling like she didn't belong or wasn't wanted with her adopted family. Which was proved right, when she is kicked out by them at 15.

She is also very determined when it comes to life. When she sets her mind to a goal, she doesn't stop until she has gotten or acheived it. Now that she's found her mother and Storybrooke, it's now focusing on finding her father.

Friends

The only real friend that Lily has ever had was Emma Swan, and, even that didn't work out, since she ended up abandoning her, because of actions she couldn't exactly control. Nearly everytime she comes close to making a friend, or gets close to anyone, the darkness causes her to always let people down.

Being here in Storybrooke, she might actually manage to make some more friends, while figuring out what exactly she is.

Enemies

Lily has made enemies surprisingly easily, thanks to the darkness influencing everything that she does. The actions the darkness caused her to do put alot of people in trouble, and, not just her. Also it caused her to be on alot of different hit-lists from places she found herself having some kind of situations in.

Ever since finding out what happened to her all those years ago, her main enemies have been the people that did it to her.

Love is one thing she's struggled to feel. Thanks to the darkness, she's failed to keep relationships. And, she doesn't exactly have the easiest personality to get past.

I feel like Toothless and Lily need to find their place in Storybrooke. Toothless has been secluded from human contact ever since he arrived in Storybrooke. (Which should be after the second curse)
Rumor has it that there's a dragon roaming the woods, little do the residents of Storybrooke it's actually a disoriented young man who wants nothing more than to be reunited with his fleshling rider.

Since Lily can change into a dragon herself, I'd say Toothless and Lily have a lot in common. Not to mention that Toothless isn't very educated when it comes to speaking. He understands a big portion, but can't form the words properly.
And on the other way around; Lily could learn from Toothless. How to maintain sane whilst being a dragon. I can just see a very cute friendship forming out of this.

Friendship: Due to similar ages I could see the potential for Jeff and Lily to perhaps be friends. Jeff's a scientist and from the world without magic however, so it could also cause some drama.

I finally made Cloudjumper! So if Lily would like to meet him, that would be totally fine. I don't know if you want him to be her father or not, it's totally up to you and I'm fine either way, but if you do, perhaps Rumple can bring them together, as he promised he would. xD Otherwise, they can meet and be friends!

Jeff: I agree with you about them being friends, as for the scientist thing that could lead to something interesting since she has that dragon DNA.
